D is correct asnwer. Because of ethernet (CSMA/CD) - With this cmd, we will avoid DR/BDR election.

C and D are the same, both will prevent the interface from participating in the OSPF DR/BDR election. A is the default dead timer. I would pick D only because the default OPSF network type for the Ethernet interface is broadcast.
