C - flooding leaf 101 would not know when fails over to leaf 102. hence leaf 102 should immediately recognise topology change with arp flood

Tricky one. The question says "it uses its built-in MAC address to send traffic" which might suggest that this is not a silent host and will be sending packets. If that is the case, the leaf will propagate this information to the spines and HW proxy might be correct answer. If this is silent host changing it's MAC address I would bet on flooding of unknown L2 traffic.
