B is wrong - Downgrades are supported, just not to an earlier major version.
A and D are also wrong.
As NetArch has said, C is correct, as per linked documentation.
Option [C] is the answer!
A is wrong software upgrades does not have to included VManage
B is wrong, downgrades are supported in VManage
D is wrong Service VPN are permitted to transfer software images

Tech tip: Once upgraded, It is not possible to downgrade vManage to a lower major release. For example, if you are running an 18.3.x release, you cannot downgrade to an 18.2,x or lower release. While you can install a lower code version onto the vManage server, you will not be able to activate it.
