my vote for Floating static, since policy based routing will cause process switching and question says not process switched. Other two are not an option for traffic load sharing in this context. ( no SDWAN or OSPF mentioned on the question).

also the requirements are typical of SDWAN architecture, that is a kind of virtualization. Why not D?
