Not sure, but i would expect the session needs to be initiated from R2 in order to "work". I guess SYN packages from R1 towards R2 are blocked by the ACL, so i think the ACL is stupid to start with. Allow inbound port 179 always in BOTH directions, it just way cleaner like that. Anyway, answer == D
