Reference: https://community.cisco.com/t5/application-centric/service-graph-logs/td-p/2936131 Looking for the reference above I think C is not the correct answer. Otherwise APIC 1 would be some sort of single point of failure. Assuming that the Device Package MOs belong to a specific tenant, the Logs are on that APIC which is the shard leader for this tenant. So I think D is probably the best answer.
