A static route with a floating static route of 21, which is a higher Administrative Distance (AD) number than Border Gateway Protocol (BGP), will be added to the routing table under the following conditions:
The static route will be added to the routing table only if the routes learned via BGP (which have a lower AD) become unavailable.
In other words, if the BGP route is lost for some reason (for example, the link goes down or the BGP peer goes down), then the router will start using the static route.
Once the BGP route is available again, it will replace the static route in the routing table due to its lower AD.
This is because in routing decisions, lower AD values are preferred over higher ones. So, a static route with an AD of 21 will only be used if there are no other routes with an AD less than 21 available.
