These questions are ridiculously vague. This is not a first case. There is not mentioned if it is in download or upload. Also if there is observed a 100Mbps traffic then there is some burst allowed .. if so, even asnwer A cannot be correct. And by the way, the SHAPING is not a method to avoid traffic congestion !
