C is the correct answer. 20db is taken from Meraki. Cisco (legacy) declare "• Decide the minimum acceptable SNR for your cell. This parameter goes along with the RSSI and will dictate how close APs on the same channel can be to one another, as each AP will be a cause of noise (thus lower SNR) to the clients connecting to the other AP. A common value is 12 dB or more for basic data, and 25 dB or more for real-time applications.".So, more than 12 is 15
