They are asking about "which policy", so it should be C -> Traffic Policy.

It is Application Aware Routing Policy. In order to create App-Aware Routing we need to create Lists and there define specific apps. If you go Configuration > Policies > Centralized Policy > Add Policy > you will see Application list (in the Create Groups of Interest page). But if you go Configuration > Policies > Localized Policy > Add Policy > there's no Application list at least. I verified both in vManage version 20.9.4.1. Option C is also wrong, because first you need to define lists for App-Aware Policy. Option A is correct.
