looked at the diagram again and realized this is a multiaccess ethernet topology.

C:Misconfigured neighbor statement means we won't be sending out DBD's, but Hello's to establish adjacency
D: It is assuming a timer mismatch. If timers are mismatched we wouldn't get to the Exstart state
The Exstart/Exchange issue is caused bu MTU or corrupted DBD packets or even DBD packets that are out of sequence.
