i think the answer is c, even if de duplex is half, we don't know about neighbor duplex maybe is half too and csmacd is here for those type of duplex. Please correct me if i'm wrong.

queuing is also an issue since its set on fifo but given the comment on slow downloads answer b seems more appropriate
