B is correct. Chapter 4. Implementing a Scalable Multiarea Network with OSPF 1. In the exstart state, the DR and BDR establish adjacencies with each router in the network. During this process, a master/slave election is created between each router and its adjacent DR and BDR. The router with the higher router ID acts as the master during the exchange process. The master/slave election dictates which router will start the exchange of routing information. This step is not shown in Figure 4-14.
