In my opinion C sounds correct , with MPLS TE you can specify bandwidth of the links and have QOS B sounds more like DMVPN...

B is more DMPVN than MPLS l3 vpn(especially multipoint overlay part) C mpls l3 vpn can provide different levels of qos ie best effort, expedited etc..depends on customers finances and what the providers offers D mpls l3 vpns dont do encyption A feels more correct as its true customer will have to plan and possibly modify their internal networks before using mpls l3 vpn services

Upon thought - B seems to describe DMVPN. Change answer to C as traffic engineering is a part of MPLS.
