C mpls l3 vpn can provide different levels of qos ie best effort, expedited etc..depends on customers finances and what the providers offers
D mpls l3 vpns dont do encyption
A feels more correct as its true customer will have to plan and possibly modify their internal networks before using mpls l3 vpn services
