Answer is C, the key here is "for users not on their list" https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucm/im_presence/configAdminGuide/10_5_1/CUP0_BK_CE43108E_00_config-admin-guide-imp-105/CUP0_BK_CE43108E_00_config-admin-guide-imp-105_chapter_01100.html#CUP0_TK_C9A10ECA_00

I think A as well Enable availability sharing Default Setting: On Check this checkbox to enable users (clusterwide) to share availability information (assuming that the privacy policy set by the user allows for this capability). If you turn on this setting, the IM and Presence Service shares availability information for a user amongst all other users in the cluster who are subscribed to that user's presence, based on the policy settings for that user. The default policy setting for a user is to allow all other users view their availability. Users configure their policy settings from either the client (Cisco Jabber) or the Cisco Unified IM and Presence User Options interface.

Shouldn't the aswer be A? "To turn off availability sharing for all clients in the IM and Presence Service cluster, uncheck Enable availability sharing.. If you turn off this setting, IM and Presence Service does not share any availability to other users in the IM and Presence Service cluster, nor does it share availability information it receives from outside the cluster. Users can only view their own availability status." https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucm/im_presence/configAdminGuide/10_5_1/CUP0_BK_CE43108E_00_config-admin-guide-imp-105/CUP0_BK_CE43108E_00_config-admin-guide-imp-105_chapter_01100.html
