The Level-1 Area ends at R4 and R3. Keep in mind that default metric in ISIS is 10. So the link R1 to R4 is 10. R1-R2-R3 is 16. So R4 is the better exit. When changing R1-R2 to metric 1, the total metric to the exit point R3 is 9 and now preferred.
