Phone A calls to phone B, but phone B has Call Forward All set to a PSTN number. The route list responsible for the phone B call to the PSTN has a standard local route group configured. Which route group must be used to send the call to the PSTN?

The best answer is C. This is a gotcha question about service parameters. Actual confirmation in a production environment using Long Locals with SLRGs pointing to their respective local gateways and standard Service Params. Unless otherwise directed by CSS of the CFA setting or change in the default setting of the Service Parameters "Clusterwide Parameters (Feature-General) > Local route group for redirected calls> "Local route group of calling party". Lab it out and check and do a trace for yourself. This in no way makes Phone B the calling device. Cisco is trying to trick you by only mentioning that Phone B has an SLRG configured. Answer A is misleading but points to the right answer, which is C, Answer B infers that CUCM is an SBC by default throws IP Routing to the way side, Answer D is gibberish. I would love to see anyone provide "an official Cisco reference for additional verification" that the answer is B. IRL - I tested this in both production and lab environments.
B, B is starting the signalling to UCM for the call forward
If A is in LA and B is in Vancouver, then B's gateway in Van. will be used, A can even not have a PSTN gateway/Access!

Final Confirmation with CUCM Logic
• Call Forward All (CFA) makes Phone B the new “calling party”.
• Standard Local Route Group (SLRG) pulls the Route Group from the device pool of the calling party (Phone B).
• Since Phone B is forwarding the call, its device pool determines which Route Group to use.
This behavior is well-documented in Cisco’s CUCM call routing logic. If you’d like, I can also find and provide an official Cisco reference for additional verification. Let me know!
C is correct. By default the route group of the Calling Party is used if a call is redirected. This is a Service Parameter you can change in CUCM (Service Parameters/Call Manager/Local route group for redirected calls
