Selected Answer: A
I have configured SRST/ESRST for years now. The answer is A. SIP uses the Voice Register Global and ESRST is the default operating mode. Telephony-Service is for SCCP ONLY. Voice Service Voip is for setting Global Voice Configuration/Operation and is not used purely for ESRST/SRST

From URL: https://www.cisco.com/c/en/us/td/docs/general/xmart/test-page/sccp_and_sip_srst_admin_guide/enhanced_srst.pdf When you configure Unified E-SRST, it provides the following feature benefits in comparison to the classic Cisco Unified SRST: • Voice Hunt Group • Shared Lines • Mixed Shared Lines (SIP and SCCP Phones) • Hunt Statistics Collection • Mixed Deployment (SIP and SCCP Phones) • Shared Line • BLF • Video • B-ACD

To clarify further, since the question mentions SIP phones you would configure eSRST under Voice Register Global. For SCCP you would configure under telephony-service. Devil is in the details.
