All responses are false. Only vManage centralizes policies. vSmart has Control policies (currently applied) but not Data policies which are on the WAN routers.

For me, You configure the centralized policy on VMANAGE. Your centralized policy is pushed to vsmarts, then vsmarts run it and take the actions related to, so who centralize anything and that level is vsmart. Your edges are receiving what vsmarts are sending.
