Router 1 L0 1.2.2.2/32 IP is overlapping with the 1.1.1.0/24 on the Router 2 - Router 3 link.

The only choice that makes sense is A. By default, IS-IS protocol leaks routing information from a Level 1 area to a Level 2 area. The only thing that would prevent L1 routes from being leaked into level 2 is if IS-IS is not configured/activated on Router 1.

This doesn't make sense to me, as why would they say the issue is specifically "Level 1 routes are not being converted to Level 2 routes" If they aren't activated, they wouldn't even be Level 1 routes I would think
