The Cisco data sheet for the C9300X-48HX with a default build i.e. 1 x 1100W PSU (no 2nd PSU or an upgrade to the 1900W PSU) can provide a PoE budget of 590W. The 9166 APs require a minimum and with all radios on 802.3at (PoE+). This is with the USB port off/unpowered. This is 25.5W per AP. Or 802.3bt (UPOE) with the USB port now on (takes 4.5W). The AP running at full functionality requires 30.5W max. So this is either: Default PoE budget of 590W / 25.5W = 23 APs Or default PoE budget of 590W / 30.5W = 19 APs So the answer must be half ports per switch and that isn't really possible except the resting power draw may be a little less.

Switch power supply is 1100W but only 590W are available for PoE. So you can only power half of the APs
