ASN 64591 is not within 16bit private range (64512 - 65534) nor within 32bit private range (4200000000 - 4294967294). It's not even a 32bit public ASN. In fact it's within 32bit reserved range (65552 - 131071). So either the question is wrong or it's a typo.
