The gateways are outside of ACI and VMs are inside of ACI. If ARP flooding is not enabled VMs are not going to be able to resolve the GW MAC when needed.

It's D, without ARP flooding the ACI Fabric would use HW Proxy for unknown destinations, so ARPs would never hit the DFGW in the legacy network.
