D. is incorrect. You must first to provision and to add the phone to the database to get the activation code. Also it is impractical to add many devices manually. Answer is C. C is not correct since another 2 more steps which are Create CSV File with New Phones & Insert Phones are required to "complete" the configuration while Add Phone with Activation Code Requirement is sufficient on its own.

D. is incorrect. It says that manually provision new phones THAT HAVE an activation code requirement, rather you must to configure and provision manually the phone to get the activation code. First is to provision the phone and then get the activation code created when you save the phone to the database.
