I think his is a very tricky question. Generally speaking C(BFD) would be right choice, however "solution must consider control plane failure". I am not sure if BFD are directly part of IS-IS control plane.
BFD is correct. It detects the peer is down at layer2, and notifies the routing processes. The IS-IS process gets the "Peer Unreachable" event and immediately tears down the peering without waiting for the IS-IS timers to expire.
