You can capture and analyze traffic in both ingress and egress direction of a source interface or vlan. Using an analyzer, you can collect information about traffic throughput or data valume in/out. I do not know how it is relevant to WSA. It rather a general step for baselining traffic.

How is this not C. ? we are redirecting web traffic to a server, to be used later for the web appliance

You're reading it wrong, it wants to forward NOT redirect web traffic. The server is a monitoring server, not a cache or proxy server.
