Regardless if FMC needs license or not, you still need to enable the connector to make it happen so I'm going with B.

Ahh crap I just realized this is one of those feature that requires license before you can use the feature, so yeah, you need licensing first so I redact my answer to A, that is assuming the FMC is a new setup like the FTD's since it mentioned it was assigned license.

It is correct - but we also have to make sure Ensure Smart Licensing Is Active – SAL requires an active Cisco Threat Defense (TD) license.. Again two correct answers..
