I see the exhibit is a wireshark capture that could be gather in any point of the nework. SOurce port is 5060, from a Cisco-CUCM11.5 server to a dest port 49381 that is owned by a device with a DN 1000. The domain is the same in From: and To: Headers. Now, the device is not said if is a trunk or a phone. By the number, it seems to be a Phone, however, in the From: header there is not the type of device, perhaps a third party device. In these conditions, I think that correct answer is A, check first the calling privileges of the line and device.
It is impossible to define if to reset a phone or a trunk if there is not enough information about the client what type of device is, but the server is a CUCM11.5. The only thing is that there was an INVITE from the device client, and the CUCM answered with a 404. So, What am I going to reset if I don't know what device is on the other side of the CUCM?
D. is incorrect, the called device is not a phone, it is rather a PSTN number.
C. it is a call to a international call to a PSTN.
If it is a international call, also it is a CSS that blocks international calls, this is another reason than the answer could be A.
