No I'd agree that D seems the most logical answer. By looking at the people, processes and tools you can identify a number of barriers - are the staff open to change? Do they have the technical knowledge to use the new solution? Have they been trained sufficiently? Are there processes in place to resolve issues arising from the new solution, or to resolve concerns users may have? Do the users have the tools required to be able to use the new solution correctly? All of that makes sense.
After searching and studying it seems that A is the correct answer (not sure)
