Why not OTV? I think this should be D for the the requirement of traffic localization.

Plus one clue is its deployed on Cisco Nexus 7000 Series Switches, which means not vendor agnostic. so OTV should be correct answer. and as stated EoMPLS is not an L3 underlay which VxLAN could not use.
