There is no priority configured on either router as such both should be 100.
When no decrement value is specified in the standby/track command the default is to decrement by 10. R1 priority will be reduced to 90 and as such it is pre-emptted by R2.
The issue is that when teh interfac ecomes back up and the priority returns to 100, R1 will not preempt R2 .
As such D and E is valis though not the best design but this is not a consideration since teh design was specified.
