No, the answer is correct. Wireless LAN controllers, Autonomous APs and 3rd party devices DO NOT count toward the total license count. So you only need licenses for the APs, not the WLCs.

Answer is D Base license is required for every instance of Prime, and 1 lifecycle license to manage ANY hardware device (WLCs, APs, switches...) So 4 WLC's, and 97 AP's would require 101 licenses, hence D.
