From the perspective of OSPF, there are a couple of things that must match for a OSPF neighborship to establish; these include: The devices must be in the same area The devices must have the same authentication configuration The devices must be on the same subnet The devices hello and dead intervals must match The devices must have matching stub flags https://www.expertnetworkconsultant.com/configuring/ospf-neighbor-adjacency/ So: Must Match: Area ID, NetMask, Timers Must have Unique: IP Address, Router ID "The OSPF process-id is a numeric value local to the router. Since no one else has added the clarification, the Router Process ID can either match or be unique. Both work for OSPF connectivity.
