This question is very misleading and A is the right answer.
The clockrate command is mandatory on back to back router connection using DTE/DCE cable. The clockrate have to be set on DCE side.
In this case, is not specified if router are connected back to back or through ISP DCE's, and is not possible check by the configuration. In some cases is possible that protocol stay down due to cable misconnection.
However, the question is asked in an unclear way.
The correct answer is B. The two interfaces show UP for the layer 1. The problem is with layer 2 because of the message line protocol is down. If both interfaces are hardware up/protocol down, the problem is with encapsulation problems, like HDLC or PPP mismatch, or clock rate problems at the DCE.
