So It seems, that indeed B and E are correct
B and E are the correct options for me. All four routers are operating as Level 1-2 routers and R1 and R2 are Level 2 neighbors (area IDs are different).
A. R1 and R4 are Level1-2 neighbors. Not only Level 2 neighbors.
C. All routers are operating as Level1-2 (not only Level 2)
D. All routers are operating as Level1-2 (not only Level 1)

L1 - L1 If same Area Id
L2 - L1 No Adjacency
L1 - L2 No Adjacency
L1/2 - L1/2 - L1 If Area Id match, L2 Adjacency (Area Id doesn't matter)

Although technically R1 and R4 are L1L2 neighbors, so more-correct answer may be BE
