But aren't Extended ACLs filtering in a router a layer 4 operation? Guidelines and Restrictions for Using Layer 4 Operators in ACLs https://www.cisco.com/c/en/us/td/docs/routers/7600/ios/15S/configuration/guide/7600_15_0s_book/acl.html But the answer is B anyway.
