Everyone on here is wrong.. Let's read the question again, words are important on a cisco exam. "Which mode should be used when Call Policy is configured on Expressways?" not which modes are available, but which one should be used when it's configured on the expressway. This means it's a local and per the guide that is "On" which is the answer they have here. page 170 https://www.cisco.com/c/dam/en/us/td/docs/voice_ip_comm/expressway/admin_guide/Cisco-Expressway-Administrator-Guide-X12-5-1.pdf

Being that there are 3 answers on the admin guide that can be selected. "ON" is not one of them. Correct answer should be local CPL, policy service, and off.

The correct answer should be "local CPL" or "policy service" with the wording of the question. That isn't an option. I would not say "on" as that isn't a call policy mode.
