1) if the answer would be LOCAL_PREF then it is wrong because BGP Neighbors may influence the path.
2) if the answer would be WEIGHT then it is more correct because no matter what the neighbors configure the WEIGHT will beat anything else.
C is correct.
Weight is considered first. Weight is also not sent to IBGP neighbours.
Local Preference is considered after weight. It is also advertised to other routers in the AS.
Weight may be a better answer in my opinion.
