IP SLAs uses active traffic monitoring--the generation of traffic in a continuous, reliable, and predictable manner--for measuring network performance. Being Layer-2 transport independent, IP SLAs can be configured end-to-end over disparate networks to best reflect the metrics that an end-user is likely to experience. IT's A + B. Without any doubt it can measure MOS. And because it's IP based it has no dependency to the Layer-2. D is a bit wrong, because IP SLA isn't a method to monitor traffic. IP SLA generates traffic and analyses the answers.

2 things I measure MOS using IP SLA and its well documented on the Cisco website. This is copied direct from cisco.com Cisco IP SLAs uses active traffic monitoring--the generation of traffic in a continuous, reliable, and predictable manner--for measuring network performance. IP SLAs sends data across the network to measure performance between multiple network locations or across multiple network paths.
