Without any doubt it can measure MOS. And because it's IP based it has no dependency to the Layer-2.
D is a bit wrong, because IP SLA isn't a method to monitor traffic. IP SLA generates traffic and analyses the answers.

I measure MOS using IP SLA and its well documented on the Cisco website.
