The answer is correct, but for the wrong reason.
The problem is not because Clientlink is disabled, that will not prevent any users from connecting. Clientlink helps newer clients connect to better speeds when there are older clients on the same network.
The reason the clients cannot connect is because the data rates 1Mb/s, 2Mb/s and 5Mb/s have all been disabled. Legacy 802.11 clients only support 1Mb/s or 2Mb/s, so there is no link type enabled they can use.
