To anyone reading later on this is why DS-Lite and MAP-T should be swapped. https://support.huawei.com/enterprise/en/doc/EDOC1100055124/a58d0f0b/basic-map-t-map-e-architecture
Some good MAP-T / MAP-E resources are also:
https://tools.ietf.org/html/rfc7597 & https://tools.ietf.org/html/rfc7599
Agree with the swap.
"The Mapping of Address and Port Using Translation feature provides connectivity to IPv4 hosts across IPv6 domains. Mapping of address and port using translation (MAP-T) is a mechanism that performs double translation (IPv4 to IPv6 and vice versa) on customer edge (CE) devices and border routers."
"The DS-Lite architecture uses IPv6-only links between the provider and the customer while maintaining the IPv4 (or dual-stack) hosts in the customer network.
When a customer’s device sends an IPv4 packet to an external destination, the IPv4 packet is encapsulated in an IPv6 packet for transport into the provider network. "

on page 60 , its mentioned that DS-lite requires and ipv6 access network. so one can say that original answer is true. no need to SWAP.
Mapping of Address and Port using Translation (MAP-T), MAP-T uses NAT64 to translate IPv4 to IPv6 and back. because this translates ipv4 to ipv6, it more made sense to me it will require "ipv6 access network"
