It is not possible to enable groups for bidirectional PIM operation in a partially upgraded network. Packet loops will occur immediately in networks that are only partially upgraded to support bidirectional PIM.

I think the answer isn't B, because you can have a partial- BIDIR deployment. Leaning towards answer D since you need to configure pim on the interfaces.

in case you missed the first comment "Before configuring bidirectional PIM, ensure that the feature is supported on all IP multicast-enabled routers in that domain"
