802.11af has nothing to do with POE.
Question should ask: What happens when a Cisco 3702 AP is connected with 802.3af?
802.3af provides up to 15.4 watts.
802.3at provides up to 25.5 watts.
Cisco 3702 needs 802.3at to run full power in 4X4 mode.
When powered by 802.3af it must reduce power by disabling one transmit and one receiver to make it 3X3.
