I see no use of the 'peer' command anywhere. let's think about it, why would I need another PCE/peer if it was not for state synchronization? The only reason we deploy XTCs in dual pairs is for redundancy purposes and for separation of functions to avoid having that functionality tied to a specified Hardware (under consideration that it runs on any IOS XR platform). So it makes sense to deploy this XTC peer and sync with it to make sure that all PCCs have dual connectivity and do not lose the path computation function should the master XTC fail.
state-sync is between two peer (PCE) servers. peer ipv4 is for PCC to communicate with PCE. address ipv4 is to enable PCEP on an address. These are XTC related configs.

Correction:
"state-sync ipv4 192.168.0.3" this is used at the PCE to enable remote peer for state synchronization. The "peer ipv4 address x.x.x.x" is used at the PCC to point to the XTC.

Based on how the question is formulated I think D is correct. I got confused bc you can also use the peer ipv4 x.x.x.x at the PCE.
