A seems wrong since it improves convergence time only if the physical layer is not able to detect the failure. Suppose you have direct fibers in your network, you do not need BFD. Tuning OSPF for fast convergence is necessary, because the default timers are very conservative, thus C is correct Changing the non backbone areas type to stub will decrease the number of routes inside the areas, therefore decrease convergence time and D is correct.

A, C First let's define convergence: Network convergence is the time that is needed for the network to respond to events. One of the significant factors in routing convergence is the detection of link or node failure (events). This is where BFD comes in to play. OSPF Timers "The default OSPF LSA propagation timers are quite conservative.
