The statement " Hosts can be assigned an IP address without DHCP." refers to the link-local address and how it can be automatically created from the interfaces MAC address (this is the EUI-64).. For serial interfaces, the link-local address is built using the first Ethernet interface available in the router. There will be no duplicate IP because these IPs (the link-local addresses) are LOCAL to the segment and are not forwarded by the router.
