I do not agree that it reduces risk. If anything, it increases it. It takes a human to disrupt a service, it takes automation to disrupt all of them

Most risk these days is caused by human error. There have been multiple major outages caused by a single command-line argument being input incorrectly (S3, Unisuper/GCP, OVH, Meta, etc). So while I see what you are saying (automation can expand the scope of an error), automation really does reduce risk.
