Actually, Unity will use Attempt Forward rule but it is not on the list of the answers
"When Unity Connection receives a call, it first determines if it is a direct or forwarded call based on the call information that is sent by the phone system, and then applies the applicable call routing table. If the call information matches all of the conditions for the first rule, the call is routed as specified in the rule. If any of the conditions specified in the first rule are not met, the call information is then compared to the conditions of the second rule, and so on, until a rule is found that matches all the characteristics of the call."

C is the correct answer. The call will hit the Forward Routing Table where its evaluated against the first rule "Attempt Forward". This rule does not provide a match as the user doesnt have a mailbox configured (so effectively doesnt exist in Unity Cnx - I know you can configure a user/alias without a mailbox but i think this question is trying to make you think the user doesnt actually exist in Unity Cnx). The 2nd rule is then evaluated where it fails again. The call gets a match based on the "Arizona_AA" based on the dialled number.
