The language is ambiguous, but I believe B and C are most correct.

I think BCD must be true. in B there is mentioned CLI, so i think no vi or nano editor is meant.
in C there is no statement about editor or "conf t" editing, so it may be true. D is surely true.
But as we have only 2 options to choose, I think more correct would be BD

As you have noticed when editting RPL's you need to reconfigure the complete policy in the regular CLI. An easier method is using the "edit" option described above.
When you are changing your RPL or prefix-set or any other list that RPL is using, it will trigger a few things:
If the RPL is used for BGP and your peer is not REFRESH capable, it will restart your BGP session.
If the peer is REFRESH capable a full table refresh is executed.
The reason for that is, that the RPL change or say prefix set change could have excluded some routes before that now may need to be imported.

@pavned B. If you make edits to an existing routing policy without pasting the full policy into the CLI, the previous policy is overwritten - not correct, because when you do like this it gives an error on terminal. However C is correct, it just saying that you can edit (didn't mention anything about nano, vi or etc.)
I think B correct, and C looks not correct, because u can change individual statements only in editor like nano and etc.
