'A' is wrong because MED won't be compared unless 'always compare med' knob is used. 'B' and 'C' are also wrong. 'D' is correct answer

'A' is the only option that makes sense, guessing that 'always compare med' must be configured on R1. 'B' and 'C' are obviously wrong, while 'D' would have had some logic only if there was another PE in AS 65513 (which is not the case).

I would vote for D. A - could be correct if we configure 'always compare med' on R1 and assume that for all prefixes advertised by AS65514 and 65515 has same AS_PATH length. B - Local preference on R3 will influance routers in AS6514 not R1 or AS6513. C - Weight is router lacal feature will not influance Rq D - Some level of load balncing is achived by dafult as BGP prefers shortest AS_PATH for certain prefix (Cisco BGP path selection alghortm - rule 4) . If 1-7 rules gives no preference for certain prefix then with rule 8. Prefere lowest IGP metric to BGP next hop we can force traffic to R2 or R3 influancing load distribution.
